To pick up an IFR clearance and also to close an IFR flight plan, try frequency: 127.97 on VHF. The listed phone number works of course, but the frequency might be more prompt.

Noise Abatement: Avoid flying over the hospital located just north of the airport. Avoid flying over homes whenever possible. Pattern work, especially touch-and-go’s, are discouraged at night and on weekend and holiday mornings. Maintain pattern altitude (1,000’ MSL) until necessary to descend for landing.
